1. When should I use 911?

Call 911 when there is a life or death emergency that requires the immediate response of emergency service such as police, fire, or an ambulance.

2. Where do I report a problem with a street light?

Most street lights are owned and maintained by ComEd; however, many are City owned street lights. Call us at 815-748-2040 to report. Please have the closest address to the light when reporting.

3. How do I apply for a job with the city?

4. How do I contest a parking ticket citation/violation?

You must speak to the officer who wrote you the parking ticket. The officer will decide if s/he will void or uphold the ticket. Should the officer uphold the ticket and you are still unsatisfied, you may request an administrative hearing. You will then appear before an administrative hearing officer to present testimony and a decision will be made by the hearing officer.

5. What can I do about loud parties/noises?

Loud parties/noises are best handled by calling the non-emergency number, 815-748-8400. The City of DeKalb requires that during day hours (7 a.m. to 10 p.m.) any noise source should not exceed 60dBA. This would be measured from the property line of the complainant’s. During night hours (10:00 p.m. to 7:00 a.m.) the noise source should not exceed 55dBA. 6. How can I tell if my property is in the floodplain and if mandatory purchase of flood insurance is required?

7. What are the hours for City Hall?

City Hall is open 8:00 am to 5:00 pm, Monday through Friday.

8. How do I pay my water bill or make account changes?

Water bills and account information are handled by Utility Billing. They may be reached at 815-748-2085.

Water bills may be paid at the City Hall front desk Monday through Friday between the hours of 8:00 am and 5:00pm. For your convenience, there is a drop box in the parking lot behind City Hall. Bills may also be paid online.

10. I am new tenant in DeKalb, what do I need to know?

If you are new to DeKalb, please visit the “New to DeKalb” page on the City’s Website for great information about the community. You may also look through the DeKalb Tenant Handbook, which can be found on page 14 within Chapter Ten of the Municipal code.

11. Who prepares the City’s budget?

The city manager is responsible for preparing and administering the budget, but the budget is approved by City Council. The current budget can be found here.

12. I want to have a block party, what do I need to do?

You will need to fill out and turn in a block party request form to the Finance Department Block Party Request Form

13. My mailbox has been damaged by a City vehicle, will the City fix it?

A mailbox that is located in the public right-of-way, that is damaged by the City, will be replaced or repaired by the City, provided the mailbox had been properly installed and maintained in accordance with ordinance regulations.
