Contractor Requirement Changes
As of March 13, 2017, the City of DeKalb no longer issues licenses nor administers tests for electrical or HVAC contractors. Instead, Contractor Registration is required each year by December 31st.
Annual Contractor Registration
To perform work in the City of DeKalb, individuals in the following trades must submit a Contractor Registration Application, a Certificate of Insurance, and a $50 annual registration fee:
- General Contractors (includes fence, sign, demo, etc.)
- Electrical Contractors
- HVAC Contractors
- Solar Contractors
No registration will be effective and no permits will be approved until all requirements are on file with the City of DeKalb.
State Licensed Contractor Requirements
To perform work in the City of DeKalb, the individuals in the following trades must complete a registration application and provide a copy of his/her State of Illinois license(s). Click on the titles below to access the corresponding application:

Street Construction & Maintenance Requirements
Any contractor doing work in the public right-of-way must provide a completed Street Construction & Maintenance Registration Application, a $10,000 surety bond on a City of DeKalb bond form, a certificate of insurance, and a $25 annual registration fee.
