ADMINISTRATIVE TOW FEE Effective
immediately, the DeKalb Police Department is
implementing an Administrative Tow Fee. The
following guidelines will be used to
determine which towed vehicles will be
subject to the fee.
If there is probable
cause to believe that a vehicle was used in
violation of Section 35.07 of the DeKalb
Municipal Code, because one of the following
offenses was committed with relation to the
vehicle, the Administrative Tow Fee ($500)
will be applied and the vehicle will not be
released until such fee is paid. Those
charges are:
Driving while license suspended or
revoked (unless related to an unpaid parking
ticket or emissions test).
Driving while license is expired, more
than a year.
Driving without a valid driver’s
license.
Commission of an offense eligible for
seizure under 720 ILCS 36-1.
Driving under the influence of alcohol,
drugs, or intoxicating substances in
violation of Section 11-501 of the Illinois
Vehicle Code.
Driving while subject to an Illinois
warrant for DWLS, DWLR, DWOL, DUI, or DWI.
Commission of a violation of the
Cannabis Control Act or Illinois Controlled
Substances Act, or while soliciting,
possessing, or attempting to solicit or
possess cannabis or a controlled substance.
Commission or attempted commission of
Unlawful Use of Weapons (24-1), Reckless
Discharge of a Firearm (24-1.5), or Unlawful
Possession of Firearm/Ammunition (24-3.1),
in violation of Illinois Criminal Code of
1961.
Use of a vehicle in commission or
attempt to commit an offense in violation of
Article 16 of Illinois Criminal Code of 1961
(theft).
Use of a vehicle in the commission or
attempted commission of any other
misdemeanor or felony in violation of
Illinois Criminal Code of 1961.
Any motorist who is subjected to an
Administrative Tow based on the above
information will have a right to an
administrative hearing. That hearing will be
conducted within 45 days of the seizure.
At the final hearing, if it is determined
by a preponderance of the evidence that the
vehicle was used in the commission of the
listed violation(s), the vehicle shall
continue to be impounded until payment of
the $500 administrative fee is paid. If the
owner is found not liable, the vehicle shall
be returned without penalty. Please call the
DeKalb Police Department if you have
questions.
BURGLARY ARRESTS
The DeKalb Police Department received two
separate reports of car burglaries in
progress in the early morning hours of
1-24-13, occurring in the 1000 block of
Pembrooke in the Southmoor Estates
neighborhood and in Lee Court, which is
located off the 900 block of N. 15th
Street.
Residents at those locations provided
a description of the suspect vehicle and the
offenders.
A credit card stolen from one of the
vehicles was found to have been used at two
local gas stations shortly after the
burglaries occurred.
Patrol officers located
the suspect vehicle and arrested the three
occupants after proceeds from the car
burglaries were found in the vehicle.
One of the individuals was found to
be responsible for using the stolen credit
card.
A vehicle was also
reported stolen from the 1100 block of S. 9th
Street during the same time frame as the
burglaries.
Upon investigating, one of the
arrestees was determined to have stolen the
vehicle and intentionally crashed it into a
parked vehicle in the 1500 block of
Waterside Drive.
The following charges
were filed:
Michael R. Pitts,
18, of 320 Sycamore Road in DeKalb:
two counts of Burglary, a Class 2
felony.
Austin B. Johnsen,
18, of 320 Sycamore Road in DeKalb:
two counts of Burglary, a Class 2
felony; two counts of Forgery, a Class 3
felony; and two counts of Unlawful Use of
Credit Card, a Class 3 felony.
Charles R. Jennings,
18, of 910 Lewis St. #910 in DeKalb:
two counts of Burglary, a Class 2
felony; Unlawful Possession of a Converted
(stolen) Vehicle, a Class 2 felony; Criminal
Damage to Property, a Class 4 felony;
Leaving the Scene of an Accident, a Class A
misdemeanor; and Improper Lane Use, a petty
traffic offense.
The police department
encourages residents to report car
burglaries, even if nothing or only small
items are taken.
This helps us track car burglars,
potentially obtain evidence, and can lead to
additional charges and stolen property
recovery when suspects are arrested.
We also strongly recommend locking
parked vehicles and removing valuables
whenever possible.
ROBBERY ARRESTS On 12/30/12 the
DeKalb Police Department responded to
Casey's General store, 1001 N. Annie Glidden
Rd., in reference to an armed robbery.
A male entered the store, armed with a
knife, and demanded money from the clerk.
The clerk gave the suspect United States
currency. The suspect then fled the
scene.
On 1/3/13 the DeKalb Police
Department responded to Thirsty Liquors,
1039 W. Hillcrest Dr., in reference to an
armed robbery. A male entered the
store, armed with a knife, and demanded
money from the clerk. The clerk gave
the suspect United States currency.
The suspect then fled the scene.
A DeKalb Police officer
observed a suspicious vehicle attempting to
leave the area of the robbery without its
headlights on. A traffic stop was
initiated on the suspicious vehicle.
The passenger of the vehicle exited and ran
from the traffic stop. The fleeing
suspect was caught and arrested.
The
fleeing suspect was identified as Todd Koley.
A search of the car revealed the clothing
and a bandana Koley used in attempts to hide
his identity during the robberies. A
knife was recovered along with the United
States currency taken from Thirsty Liquors.
Todd A. Koley was charged with two
counts of armed robbery and one count of
resisting arrest. Koley was also
arrested for an outstanding warrant out of
DeKalb County.
HAZING -
JOINT PRESS RELEASE
Five felony and 17 misdemeanor
arrest warrants have been issued in the Nov.
2, 2012 alcohol-related fraternity hazing
death of Northern Illinois University
freshman David Bogenberger.
The
DeKalb County Coroner’s Office has received
the toxicology results and completed its
report regarding the death of NIU student
David Bogenberger, who was found deceased on
the morning of Nov. 2 at the Pi Kappa Alpha
fraternity at 1020 W. Hillcrest in DeKalb.
Toxicology
results indicate a highly-elevated blood
alcohol content about five times the legal
limit.
The cause of
death has been attributed to cardiac
arrhythmia, with alcohol intoxication as a
significant condition contributing to death.
The
DeKalb Police Department’s investigation
into the events preceding Bogenberger’s
death has confirmed that the Pi Kappa Alpha
fraternity hosted an unsanctioned social
event for its nineteen pledges on the
evening of Nov. 1.
Fraternity leaders did not officially
register this event with the national
chapter or university.
The event is
referred to as “Parent’s Night” and involves
the assignment of “Greek dads and moms” to
the pledges.
The Greek dads
are upper classmen in the fraternity that
serve as mentors to the pledges, while the
Greek moms are members of associated
sororities.
The event that
night involved the pledges rotating between
several rooms in the fraternity house, being
asked a series of questions, and then being
provided cups of vodka and other liquor to
drink.
This resulted in
the pledges drinking a large quantity of
alcohol in about a two-hour time period.
In addition to
Bogenberger’s death, several other pledges
reported getting sick and/or passing out due
to excessive alcohol consumption.
A number
of individuals from the Pi Kappa Alpha
fraternity have been charged with violating
Illinois’ hazing statute [ILCS Chapter 720,
Act 120] due to providing alcohol to the
underage pledges and creating a situation
where the pledges felt compelled to consume
alcohol as part of membership initiation and
the Greek parenting process.
Arrest warrants have been issued for the
following five fraternity leaders for Class
4 felony Hazing:
-
Alexander M. Jandik, 21, of Naperville,
IL, fraternity president
-
James P. Harvey, 21, of DeKalb, IL,
fraternity vice president
-
Omar Salameh, 21, of DeKalb, IL,
fraternity pledge advisor
-
Patrick W. Merrill, 19, of DeKalb, IL,
fraternity secretary
-
Steven A. Libert, 20, of Naperville, IL,
event planner
Arrest warrants for Class A misdemeanor
Hazing have been issued for the following 17
members of the fraternity, who are the
individuals that actively participated in
the provision of alcohol in the rooms that
the pledges visited:
-
Michael J. Phillip, Jr., 20, of Western
Springs, IL
-
Thomas F. Costello, 20, of Munster, IN
-
David R. Sailor, 20, of Princeton, IL
-
Alexander D. Renn, 19, of Naperville, IL
-
Michael A. Marroquin, 20, of Roselle, IL
-
Estevan A. Diaz, 22, of South Beloit, IL
-
Hazel A. Vergaralope, 21, of DeKalb, IL
-
Michael D. Pfest, 23, of Chicago, IL
-
Andres Jiminez, Jr., 19, of Glendale
Heights, IL
-
Isaiah Lott, 19, of Cupertino, CA
-
Andrew W. Bouleanu, 21, of Skokie, IL
-
Nicholas A. Sutor, 19, of DeKalb, IL
-
Nelson A. Irizarry, 19, of DeKalb, IL
-
Johnny P. Wallace, 20, of DeKalb, IL
-
Daniel S. Post, 20, of DeKalb, IL
-
Nsenzi Salasini, 20, of Mt. Prospect, IL
-
Russ Coyner, 21, of DeKalb, IL
The
Bogenberger
family, parents Gary and Ruth, and David
Bogenberger’s
siblings, have issued the following
statement:
“We appeal to every
college administrator and to every
fraternity official to stop the hazing and
initiation rituals that claimed David, and
that have claimed so many other promising
young people.
No other family
should endure what we are going through.
Yet, we are
losing these talented, beautiful and hopeful
young people because of illegal drinking
unrestrained by maturity and exacerbated by
social pressure.
“We are trying
to understand the reality of our David’s
death.
It is almost
impossible for us to accept that David is
gone at the age of 19; that our future does
not include his excitement at learning and
growing; becoming a man; marrying and having
children; that these events will never
happen.
“We appreciate the many
condolences and kindnesses that have reached
us.
We acknowledge
and appreciate the diligence of the law
enforcement professionals of DeKalb County
who have investigated the circumstances of
David’s death and who, with the steps taken
today, seek accountability for a horrible
event.
“But
we also must acknowledge the concern we feel
for the families of those charged today.
The events of
Nov. 1 and 2 unalterably changed the course
of too many lives.
And for what?
“We have no desire for
revenge.
Rather, we hope
that some significant change will come from
David’s death.
Alcohol
poisoning claims far too many young, healthy
lives.
We must realize
that young people can and do die in hazing
rituals.
Alcohol-involved
hazing and initiation must end.”
Chicago attorney Peter
R. Coladarci represents the Bogenberger
family.
He said,
“According to the National Institute on
Alcohol Abuse and Alcoholism, some 1,800
college students, ages 18 to 24, die
annually from alcohol-related unintentional
injuries. This is a national health
epidemic, which must be addressed.”
DRUG ARREST
The DeKalb Police Department executed a
search warrant at 1234 University Drive on
Thursday, December 6, following an
investigation into cannabis trafficking at
that location.
A resident of the house, Robert M.
Baumhart II, 22, was arrested on scene and
charged with a Class 3 felony for Unlawful
Possession of 500-2000 grams of Cannabis;
and a Class 2 felony for Unlawful Possession
of 500-2000 grams of Cannabis with Intent to
Deliver.
The cannabis was seized in addition
to items relating to cannabis production and
packaging.
BURGLARY ARREST A campus alert
through NIU was broadcast in the early
morning hours of December 8 following a
series of break-ins to apartments in the 700
blocks of Fotis and Regent that occurred
late in the evening on December 7.
A total of twelve apartments in the
neighborhood had a window either forced open
or broken out, with access gained and items
taken from at least three of the apartments.
Following an investigation, Latrell
C. Jones, 20, and Tre Holbrook, 20, of 902
Ridge Drive in DeKalb were arrested later in
the morning on December 8 and each charged
with two Class 1 felony counts of
Residential Burglary, and one Class 2 felony
count of Attempted Residential Burglary.
Additional charges are pending as
further information and evidence is
discovered and evaluated.
DRUG ARREST
United States Postal
Inspectors initiated an investigation into
the interstate trafficking of
methamphetamine linked to a residential
address in DeKalb.
A
package containing a large amount of
methamphetamine was addressed to an occupant
of 404 S. 5th
Street, who was present when the package was
delivered and a subsequent search warrant
was executed on 10-31-12.
Joseph P. Hosey,
Jr., 35, was arrested and charged with
Possession of 400-900 grams of
Methamphetamine and Possession with Intent
to Deliver 400-900 grams of Methamphetamine.
The amount of
methamphetamine was equivalent to about one
pound with an estimated street value of
$16,000-$20,000.
Following Hosey’s arrest, police coordinated
the delivery of the methamphetamine late in
the evening on 10-31-12 to another subject
involved in the drug trafficking.
Daniel N. Stroz,
35, of 2134 N. Point St. in Chicago traveled
to DeKalb to pick up the methamphetamine and
was also arrested and charged with
Possession of 400-900 grams of
Methamphetamine and Possession with Intent
to Deliver 400-900 grams of Methamphetamine.
Traveling with Stroz to DeKalb was Donielle
C. Parquette, 29, of 2945 Lawndale in
Chicago.
She was found
with a glass pipe that contained residual
amounts of methamphetamine.
She was arrested
and charged with Possession of Drug
Paraphernalia and Possession of less than 5
grams of Methamphetamine.
In addition to the United
States Postal Inspectors, the Drug
Enforcement Administration (DEA), DeKalb
County Sheriff’s Department, and DeKalb
County State’s Attorney’s Office assisted in
the case.
Hosey and Stroz’s bond was
set this morning at $500,000 each.
Any further inquiries into this case can be
made to the DeKalb County State’s Attorney’s
Office due to the multiple agencies
involved.
CRIMINAL
SEXUAL ASSAULT
On 10/26/12 at 0300
hours in the 900 block Normal Road the
DeKalb Police Department, assisted by NIU
Police, responded to a reported criminal
sexual assault.
The victim
reported being battered and forcibly
restrained.
The only suspect
at this time is a male/black.
Additional
details will be available as the
investigation progresses.
The DeKalb Police
Department issues this alert to the
community and here are a few safety tips to
remind citizens to avoid being a victim:
-
Always tell someone where you are going,
who you will be with, and when you will
be expected to return.
-
Be extremely vigilant at all times. Most
attacks occur when women are not paying
careful attention to their surroundings
and are distracted. When shopping, park
in a well-lit area. Upon returning to
your car, take a look to see if anyone
is in the vehicle or nearby. When you
get into the car, don’t spend time
rummaging through your purse, checking
your voice mails or doing other things
when the doors are unlocked. This is a
common time for an attacker to make his
move.
-
If at a social function, never leave
your drink unattended. Date rape drugs
can easily be added to your drink
without your knowledge, and by the time
you realize that you have been drugged,
you will be extremely vulnerable.
-
Carry a cell phone with you in case of
emergency. Nearly everyone has a cell
phone nowadays, and keeping it handy
when walking alone means you can more
readily call for emergency help without
having to rummage through your purse or
pockets.
-
Never be afraid to
ask for a security escort to your car.
Never be worried about being rude when
you remove yourself from an
uncomfortable situation, either, refuse
the offer of a drink from a handsome
stranger than to become a victim of
sexual assault.
-
It is better to be
distrustful and remove yourself from a
situation then have to regret not doing
so later.
ROBBERY
ARRESTS
The second suspect has
been arrested for the robbery that occurred
on 9-28-12 at 5:09 AM in the 800 block of
Russell Road.
In that
incident, a male victim reported being
beaten and robbed of his wallet by two
individuals that he and his girlfriend had
met earlier in the evening.
On 9-29-12 at 4:17 AM,
DeKalb Police arrested and charged Anthony
Phillips, 23, with robbery after a patrolman
noticed a person matching the description of
one of the suspects in the University
Village apartment complex on Russell Road.
On 10-2-12, a warrant
for robbery was obtained for the second
suspect, John Lee Adams III, 22, of Chicago.
He was
identified through a prior police contact he
had while staying at an apartment at
University Village.
Shortly after
the warrant was obtained, Chicago Police
arrested Adams while investigating an
unrelated street gambling incident.
Adams was also
wanted on an outstanding warrant for a bank
robbery that occurred in Indianapolis, as
well as a motor vehicle theft warrant that
occurred in Bloomington, IN.
Adams is now in
federal custody for the bank robbery charge.

ARMED
ROBBERY
On 9-9-12 at 3:52 AM,
the DeKalb Police Department received the
report of an armed robbery that had just
occurred.
A male and
female in the rear parking lot of 1120
Varsity Blvd. reported that they were
approached by two male black subjects.
One of the
suspects displayed a handgun and the female
ran.
The male victim
was robbed of a purse that he was carrying
for his female friend, a phone, and keys.
The suspects were
described as follows:
Suspect #1:
black hoodie,
short hair, about 5’09” and 150-160 lbs.
Suspect #2:
grey sweatshirt
or hoodie, about
5’10” and 150-160 lbs.
The DeKalb Police
Department encourages anyone with
information about this crime to call either
815-748-8400 or DeKalb County
Crimestoppers at
815-895-3272 or e-mail at
crimestoppers@dekalbcounty.org.
Though the victims in
this case were merely walking from their car
to the adjacent apartment building, the
DeKalb Police Department would like to
remind our residents and students to always
be aware of their surroundings, especially
when walking at night.
Travel in groups
whenever possible, avoid dark areas, do not
wear headphones, and don’t become too
engrossed in your phone or other electronic
devices.
Avoid
intoxication when walking any distance, as
your awareness and reactions will be
hampered.
Awareness is an
important component of crime prevention.

DISCHARGE FIREARM
DeKalb Police on patrol
heard shots fired in the area of Edgebrook

people in the parking lot of 820 Edgebrook
and fired several shots at them.
The intended

apartment led to the recovery of ammunition
and cannabis; Wade was additionally charged
with Unlawful Possession of Ammunition, a
Class A misdemeanor; and Unlawful Possession
of Cannabis between 2.5 and 10 grams, a
Class B misdemeanor.
HOME
INVASION
At 8:45 PM on 8-22-12, DeKalb Police
responded to the report of a domestic
dispute at 814 W. Hillcrest #C.
The female
complainant reported her former boyfriend
Norvelle Deal had stopped by and was upset
about her current boyfriend moving in with

They argued and
Deal left the apartment prior to police
arrival.
After the police
left, Deal returned to the apartment with
two unidentified men and reportedly kicked
open the exterior door and entered the
apartment.
Deal was armed
with a small silver handgun.
Deal fought with
the complainant’s boyfriend, striking him in
the head several times with the handgun.
Deal then fled
the apartment.
The victim, 23,
sustained minor injuries and declined
medical attention.
An arrest
warrant has been issued for Deal, 27, for
Home Invasion.

On 8/14/12 the DeKalb
Police Department conducted a compliance
check of the 31 sex offenders registered as
living within city limits.
Nineteen were
directly contacted at their homes and were
found to be in compliance.
Six were not
home and will be further investigated to
verify their compliance.
One was found to
be moving out of town and will now be
registered with the DeKalb County Sheriff’s
Department with a Kingston
address.
Two individuals
were confirmed to be presently incarcerated
for other offenses.
One individual is already wanted on an
arrest warrant for violating the sex
offender registration requirement.

on a warrant for retail theft; and John
Williams, 33, is wanted on a warrant for
parking violations.
The other
parolees were not home and an investigation
into their compliance is ongoing.
The DeKalb Police Department conducts
ongoing checks of registered sex offenders
and parolees, though this is the first time
in recent years that all have been checked
in a single day as part of a compliance
operation involving several teams of
officers.
The results of
today’s checks were typical, with most
offenders being in compliance and a few that
were not.
The DeKalb
Police Department, as well as neighboring
law enforcement agencies, will actively seek
out and arrest violators of parole and sex
offender registration requirements.
PUBLIC
INDECENCY

occurring at his residence.
Surveillance
measures indicated Adler’s presence in the
Sycamore Road commercial corridor on today’s
date around noon, and plain-clothed officers
were able to observe John masturbating in
his vehicle in front of Kohl’s and then at
Target.
Following the
incident at Target, Adler was arrested and

Adler was charged with
four felony counts of Public Indecency, two
for the incidents on today’s date, and two

STABBING
On 7-22-12 at 3:20 AM
the DeKalb Police Department responded to
the report of a fight at 845 Regent where a
subject had reportedly been stabbed.
Upon arrival,
officers located a 20-year-old male victim
who had been stabbed in the chest.
He was treated
at Kishwaukee
Community
Hospital
and released a short time later with
non-life-threatening injuries.
The suspect had fled the scene on foot and
was identified by witnesses as Freddy
Sparks-Ward. At 9:30 AM, DeKalb Police
officers arrested Sparks-Ward, age 25, at an
apartment at 746 N. Annie Glidden.
An investigation
revealed that Sparks-Ward had been
physically ejected from the party by the
victim and others just before 03:00 AM, and
Sparks-Ward returned with a knife to
confront the victim.
In the resulting
altercation, Sparks-Ward stabbed the victim
and Sparks-Ward sustained minor facial
injuries when the victim and others fought
back.
Sparks-Ward showed officers where he had
thrown the knife behind a nearby apartment
complex.
The knife was
recovered and logged into evidence.
