ARREST IN SHOOTING
On 08-22-08 at approximately 9:00 p.m. Anthony J. Loyd, 28 years of age, from Rochelle was arrested for Aggravated Discharge of a Firearm, Class 1 Felony. The arrest was in connection to an incident that occurred on 06-18-08 in the 100 block of Park Avenue. 

Loyd is alleged to have fired several gun shots at a residence in the 100 block of Park Ave. The residence was occupied at the time of the shooting but no one was injured. The incident was gang related. Loyd was taken to the DeKalb County Jail pending bond call.  

Loyd was also arrested on 08-07-08 on a warrant for Aggravated Assault and Unlawful Use of Weapons by Felons from an incident that occurred a few hours before the shooting. Loyd is alleged to have pointed a gun at a group of subjects in the 800 block of E. Locust St. Loyd was out on bond for the incident on Locust St. when he was arrested for the shooting.  


PUBLIC INDECENCY
The DeKalb Police Department announces the arrest of Nicholas P Johnson, 20 years of age from DeKalb for 2 counts of Public Indecency.

The first incident was reported to our department on 05-28-08 at 6:14pm.The complainant reports that she was walking in the 600 block of Russell Road when a man driving a gold 4 door car stopped and asked her for directions. The complainant approached the car and noticed the driver was masturbating. The complainant called 911 as the offender drove off South on Russell Road. The suspect was described as M/B 20 to 30 years of age, short hair and medium build. Officers checked the area and did not locate the suspect.

The second incident was reported to our department on 06-03-08 at 0959 hours. The complainant reports that she was walking in the 1200 block of W. Lincoln Hwy. when a car pulled from the Taco Bell property and stopped blocking the sidewalk. As the complainant got closer the driver asked her for directions to McDonalds. The complainant noticed that the driver was masturbating. The complainant walked away and called police as the suspect drove away East on Lincoln Hwy. The suspect was described as M/B in his 20’s. Officers checked the area and did not locate the suspect.


Two similar incidents were reported to the NIU Police Department during the same time frame. A witness obtained a license number from one of the incidents at NIU. Nicholas Johnson was identified as the suspect and a warrant was issued for Johnson on 07-10-08. Johnson turned himself in at The DeKalb Police Department on 07-10-08. Johnson was booked and released after posting $300.00 cash bond.
 
THEFT OF PTA FUNDS
On 05-28-08 a theft of funds from the Clinton Rosette Middle School P.T.A. was reported to our department.

P.T.A. officials learned that the P.T.A. fund was in the negative and the Treasurer for the funds admitted to stealing over $10,000.00 from the fund. The Treasurer was identified to be Cynthia A Dorband 60 years of age from Sycamore.

Our investigation revealed that Dorband wrote several checks to herself over a period of several months. P.T.A. Officials learned of the theft after they discovered some unpaid bills.

On 06-12-08 a warrant was obtained for Dorband, Theft over $10,000.00, Class 2 Felony. Bond was set at $3,000.00.

On 06-30-08 Dorband turned herself in to the Sycamore Police Department on the warrant.


HOME INVASION ARREST
The DeKalb Police Department announces the arrest of James D Cobb 18 years of age of DeKalb for Aggravated Battery (Class 3 Felony) and Home Invasion (Class X Felony). 

Our investigation began on 07-09-07 from an incident that occurred at 420 Russell Road. On 07-09-07 our department received a call from the residents at 420 Russell Road advising that 3 masked subjects forced entry into their apartment through a bedroom window. Two people in the apartment confronted one of the offenders and a struggle ensued. The offender produced a knife and injured both subjects during the struggle. The offender was also injured. All three suspects left the apartment after the struggle. 

Investigators collected evidence at the scene that linked Cobb to this crime. Charges were authorized against Cobb on 06-18-08. Cobb was served with the complaints on 06-18-08 at the DeKalb County Jail. Cobb was in custody at The DeKalb County Jail on a warrant for an unrelated case. This case remains under investigation.
 
STOLEN VEHICLE
On 07-02-08 officers located a stolen car parked in the 900 block of Greenbrier. The car was unoccupied in a parking lot. The car was reported stolen on 06-23-08 from the 1100 block of Gifford in DeKalb.

Surveillance was set up on the vehicle and officers observed two subjects get into the car and attempt to drive off. Officers stopped the car before it left the parking lot. The two subjects fled on foot. They left the car in drive as they fled and the car rolled into a car parked near by causing minor damage to both cars. The suspects were apprehended in the 800 block of Russell Road in the University Village Complex.

The driver was identified to be Tristan A Lumpkins, 17 years of age, from Maywood. Lumpkins was charged with Possession of a Stolen Vehicle and Resisting a Peace Officer. He was booked at the DeKalb Police Department and later transported to the DeKalb County Jail pending bond.

The passenger was a juvenile from Beloit, Wisconsin. The juvenile was charged with Possession of a Stolen Vehicle and Resisting a Peace Officer. The juvenile was subsequently transported to the Kane County Juvenile Justice Center.


VEHICULAR HIJACKING
On 06-16-08 at 0308 hours officers responded to 7-11, 930 N. Annie Glidden Rd. for a report of a stolen car.

The car owner parked in the lot at 7-11 and went inside. The victim watched as the suspect entered his car. The victim ran to his car and tried to get the suspect out of his car. The suspect started backing up the car as the victim reached into the car. The victim was dragged several feet as the suspect tried to leave the parking lot. The suspect backed into two concrete refuse containers before leaving the lot south on Annie Glidden Rd. The victim sustained minor injuries.

The vehicle was located several minutes later on I88 at mile marker 89 by IDOT employees. The vehicle was stuck in the Median. IDOT employees observed the suspect hiding nearby. The suspect fled the area on foot and was spotted near a farm house in the 6000 block of West Fairview Drive. The suspect was apprehended a short time later near the intersection of Fairview and Nelson Road. The suspect was transported to the DeKalb Police Department pending further investigation.

Our investigation reveled that the suspect also committed a burglary in the area where he was caught. The DeKalb County Sheriffs Department took over the burglary investigation.

The suspect was identified to be Eugene B Jackson, 23 years of age of DeKalb. Jackson was charged with the following;

Vehicular Hijacking, Class 1 Felony
Unlawful Possession of Converted Motor Vehicle, Class 2 Felony
Reckless Driving
Driving While License Suspended

Jackson was subsequently transported to The DeKalb County Jail pending bond. Jackson faces additional charges, pending the Sheriffs Department investigation.

ROBBERY
On 06-04-08 at 7:31pm a robbery was reported in the 1000 block of Aspen Ct.

The victim was arguing with some subjects in the 1000 block of Aspen Ct. when the suspect approached him from behind. The suspect reached into the victims pocket and took some property. The suspect fled the area on foot. The victim called police and followed the suspect.

Police officers stopped a vehicle in the area and located the suspect. He initially gave a false name and was transported to The DeKalb Police Department for further investigation. The suspect was subsequently identified to be Orlando Woods, 24 years of age from Hillside, IL.

Woods was found to have a warrant for his arrest from Coralville Iowa for Bank Robbery. The DeKalb Police charged Woods with Theft from Person (Class 3 Felony) and Attempt to Obstruct Justice. Woods was booked and later transported to The DeKalb County Jail pending bond.

The victim was not injured. A weapon was not implied or used.    

HOME INVASION
On 05-18-08 at approximately 2:43AM a home invasion was reported to the DeKalb Police Department in the 1200 block of State Street.  Four suspects forced their way into a house and battered the residents.  Two of the suspects were armed. One was armed with a knife and the other suspect was armed with a pipe.  Two residents were injured.  One victim was taken to Kishwaukee Community Hospital were he was treated and released.

The suspects and victims in this case are acquaintances.  It is believed that the home invasion is a result of someone damaging an automobile earlier that night in the 2300 block of Sycamore Road in DeKalb.

On 05-18-08  the DeKalb Police Department arrested Victor Hugo-Aquino, 22 years of age for Home Invasion (Class X Felony), Aggravated Battery (Class 3 Felony) and Criminal Trespass to Residence (Class 4 Felony).  Bond was set at $75,000.00.

Roberto Hernandez-Alarcon, 20 years of age, and Demesio Cervantes, 22 years of age, were arrested for Criminal Trespass to Residence (Class 4 Felony).  Bond was set at $50,000.00 dollars for both. 

A fourth Subject is currently being sought for questioning.

ROBBERY
On 05-09-08 at approximately 0225 hours in the 900 block of Fotis Dr. a patrol officer observed a man running while carrying knives. The officer spoke with the subject and learned that he was just robbed and he was chasing after the suspects. Police Officers stopped two suspects nearby. They were identified by the victim as two of the offenders. The suspects were transported to DeKalb Police Department.


The victim said he was robbed at a friend’s apartment on Fotis. The victim planned on having a dice game at his friend’s apartment when he was attacked by two subjects. The victim was hit and kicked by the two suspects. The suspects took property from the victim. The victim obtained some knives from the apartment after being robbed and went after the suspects. The suspects were in a group of five people that came to the apartment together. One of the subjects was identified to be Carlton R Furlough, 18 years of age of Chicago. The second suspect fled the area and was later identified as Renauld D Clayton, 20 years of age, from Chicago. A third suspect in the group was located at Grant North at NIU. He was identified to be Steven R Agee III. 19 years of age, of DeKalb. Agee participated in the planning of the robbery. Agee was transported to The DeKalb Police Department.

Agee and Furlough were charged with Robbery Class 2 Felony. They were booked and later transported to the DeKalb County Jail pending bond call. An arrest warrant was issued for Clayton. 

The victim is a NIU student. Agee is also a student at NIU. The victim was not injured in the robbery.



PREDATORY CRIMINAL SEXUAL ASSAULT
On 05-05-08 an investigation was started regarding the sexual assault of a minor child. The victim disclosed that she was sexually assaulted by a relative approximately six years ago. The assaults occurred multiple times over a two year period. The offender and victim did not live together at the time of the assaults.

On 05-08-08 a warrant was issued for Carmen T Protano, 47 years of age, of DeKalb. Protano is charged with one count of Predatory Criminal Sexual Assault of a Child, Class X Felony. Bond is set at $100,000.

On 05-09-08 at approximately 0800 hours, Protano was arrested at his home without incident. Protano was transported to the DeKalb Police Department where he was booked and later transported to the DeKalb County Jail.


CRIMINAL SEXUAL ASSAULT
On 04-27-08 a victim reported that she was sexually assaulted approximately 4 years ago. The victim was a minor (Under 17) at the time of the offense and the suspect was 31 years of age.

The suspect lived in the same household with the victim for approximately one year. During this time the victim alleges the abuse occurred. The suspect subsequently moved to Clarence, Iowa. The victim and suspect are not related.

On 05-07-08 an investigator from our department went to Clarence Iowa and interviewed the suspect, Miguel A Sangabriel, 35 years of age.

On 05-07-08 a warrant was issued for Sangabriel. He is being charged with 2 counts of Predatory Criminal Sexual Assault, Class X Felonies. The warrant was served to Sangabriel in the Tipton County Jail in Iowa. Sangabriel will be extradited to DeKalb County in the near future.


AGGRAVATED BATTERY/BURGLARY TO AUTO
On 05-03-08 at 0245 hours Officers were sent to the 1200 block of Rushmoore for a burglary in progress. A witness observed two men inside her car. Two suspects were located trying car doors in the 1300 block of N. Annie Glidden Road. Both suspects fled on foot. One suspect, Mark Charipar, was apprehended in the 1200 block of Blackhawk.  Charipar had items with him that was traced to two car burglaries. Charipar resisted arrest and was subsequently transported to The DeKalb Police Department. The second suspect, Patrick Olchawa was located in an apartment at 1217 Blackhawk. Officers located proceeds of car burglaries in the apartment. Olchawa was arrested and transported to The DeKalb Police Department.

During the booking process Charipar attacked the booking officer striking him several times rendering him semi-conscious. An alert Dispatcher saw the beginning of the incident from a security monitor and sent back-up officers. When back-up officers arrived, Charipar was choking the officer in the booking area. Several officers were able to eventually subdue Charipar. Two police officers were injured during this incident.
Charipar and Olchawa were subsequently transported to the DeKalb County Jail. They were charged with the following: 

Patrick W Olchawa, 20 years of age from Batavia - 2 counts of Burglary to Motor Vehicle; 

Mark A Charipar, 20 years of age from Batavia - 2 counts of Burglary to Motor Vehicle, 2 counts of Aggravated Battery to a Police Officer, and Aggravated Resisting Arrest

Bond was set at $10,000.00 for Olchawa and $800,000.00 for Charipar. The case is being reviewed by the DeKalb County States Attorney’s Office and additional charges against Charipar are pending.

ROBBERY
On 04-26-08 a robbery was reported to the DeKalb City Police Department.  The robbery was reported to occur at 820 N. Annie Glidden Road.  The victim is a delivery driver for Shelly’s Restaurant.

The victim was delivering an order to 820 N. Annie Glidden Road.  The delivery driver was asked to come inside an apartment in order to be paid for the food.  Once inside the apartment the suspects closed the door and demanded the delivery driver’s money.  There were two suspects who committed the robbery of the delivery driver.  The driver was robbed of food and money.  The driver did not require medical attention.

It was learned that the delivery was sent to a vacant apartment.  The suspects forced entry into the vacant apartment in attempts to make it look like they resided there.

The suspects were located and arrested.  The DeKalb Police Department recovered the stolen money and items that were being delivered by Shelly’s.

Cesario T. Williams and Malik M. Dunlap both 18 years of age were arrested for Robbery, Burglary, and Criminal Damage to Property.  Bond was set at $75,000.00.

SEXUAL ASSAULT
On 04-22-08 a sexual assault was reported at the DeKalb Police Department. The victim reports that the assault occurred on 04-21-08 in the 100 Block of Dots Way. 

The victim was inside Lord Stanley’s with friends when she was lured out into the alley by the suspect. The victim reports she was then sexually assaulted. 

The suspect earlier left a phone number with the victims’ friends. The phone number was traced to an acquaintance of the suspect. The suspect was subsequently identified to be Jose N Cruz, 21 years of age, from DeKalb. Investigators located Cruz at approximately 1830 hours walking in the 1200 Block of Pleasant Street. Cruz was taken to the DeKalb Police Department and subsequently charged with one count of Aggravated Criminal Sexual Assault, Class X Felony. Cruz was later transported to the DeKalb County Jail pending bond call. 

The victim sustained minor injuries but did not require medical attention. The victim and suspect were not previously acquainted.

On 04-24-08 bond was set at $800,000.00.

CRIMINAL DEFACEMENT
On 04-8-08 a criminal defacement was reported to the DeKalb Police Department.  The criminal defacement was reported to have occurred in the1 200 block of East Lincoln Hwy. where two businesses and a truck were spray painted with gang graffiti.  Estimated damage to one building/victim alone was in excess of $2000 dollars.

On 05-01-08 the DeKalb Police Department arrested Ryan W. Alamia, 23 years of age, for Felony Criminal Damage to Property for spray painting gang graffiti at the above locations.

Alamia was also reported to be involved in several other investigations over the last couple days.  As a result of those investigations Ryan Alamia was also arrested for two counts of Domestic Battery, Aggravated Battery, and a DeKalb County warrant for battery.

At this time bond has not been set.

THREAT OF VIOLENCE
On 03-13-08 at approximately 8:30 am DeKalb High School Staff was notified about a threat of violence from a note that was written on a bathroom wall at the High School. 

School officials notified our department about the threat and we immediately initiated an investigation. 

Investigators and school officials reviewed video from surveillance cameras and conducted several interviews. The investigation led to the arrest on a 16-year-old student for felony Criminal Defacement to Property and Disorderly Conduct. The juvenile was taken into custody at approximately 12:30 pm. The juvenile was transported to the DeKalb Police Department where he was booked and later released to his/her parents.  

Our investigation did not reveal any evidence that the juvenile had the resources or intent to commit an act of violence. 

Criminal Defacement to Property is a Class 4 Felony if charged as an adult. The juvenile in this case is being charged as a juvenile.

BANK ROBBERY ARREST
On 03-10-08 investigators from the Grundy County Sheriff’s Department advised our department about two subjects that are suspected of committing two bank robberies in Grundy County during the past month. We were advised that the suspects could be working in DeKalb at 830 Edgebrook.  

On 03-11-08 at approximately 1307 hours DeKalb Police Officers made contact with the two suspects at 830 Edgebrook as they drove to that location.  

The driver was arrested for driving on a suspended license. The passenger was arrested for a Robbery warrant. Investigators from the Grundy County Sheriffs Department arrived in DeKalb and continued their investigation.

The two suspects were subsequently charged with the following by Grundy County:
Jeff A Frojd, 37 years of age from Ransom Illinois, charged with 2 counts of Aggravated Robbery, bond set at one million dollars.
Karen McVickers-Dewitt, 36 years of age from Ransom Illinois, charged with 2 counts of Aggravated Robbery, bond set at one million dollars.

Frojd and Dewitt were taken to Grundy County on 03-11-08.

BATTERY ARREST
On 02-26-08 our department received information about a battery to a 15-year-old DeKalb resident. After our initial investigation it was learned that the battery occurred in Cortland.  

DeKalb Police Investigators obtained a video tape of the victim being battered by five other subjects. The battery occurred at 114 E. Clover Ave in Cortland on 02-23-08.  

Our investigation revealed that the beating was gang related and the victim was associated with the offenders. The victim did not require medical attention but did sustain minor injuries.  

On 03-06-08 warrants were obtained for Omar A Serrano, 17 years of age, from Cortland and Alexis A Ortega, 17 years of age, from DeKalb. Warrants will be obtained for two juveniles involved with this incident.  

Serrano was arrested on 03-06-08 in Cortland and charged with Compelling Organization Membership Class 2 Felony and 2 counts of Battery Class A Misdemeanor. Serrano was transported to the DeKalb County Jail pending bond. 

Ortega was arrested on 03-06-08 in DeKalb and charged with Compelling Organization Membership Class 2 Felony and 2 counts of Battery Class A Misdemeanor. Ortega was processed at the DeKalb Police Department and was released after posting $1000.00 cash bond.

DRUG ARREST
On 02-27-08 at approximately 2044 hours, a patrol officer observed Tony L. Martin as a passenger in a car driving in the 1000 block of N. Annie Glidden Road. The officer was aware that Martin had an active warrant for his arrest. The officer made contact with Martin when the car pulled into Casey’s parking lot, 1001 N. Annie Glidden Road. Martin immediately tried to run away as officers attempted to take him into custody. Martin vigorously resisted officers attempts to arrest him. Martin was subsequently handcuffed but continued to struggle with officers. Officers searched Martin and located suspected cannabis on his person. As Martin continued to struggle, officers observed a bag of suspected cocaine fall out of Martins pant leg.     

Martin was charged with the following: 
Possession with Intent to Deliver a Controlled Substance class X Felony, Unlawful Possession Cannabis class A Misdemeanor, 2 counts of Aggravated Resisting a Police Officer class 4 Felony, Possession of a Controlled Substance class 1 Felony, 1 Parole Warrant and 1 State Warrant for Aggravated Fleeing to Elude. 

Martin was transported to the DeKalb County Jail pending bond. Two police officers sustained minor injuries that did not require medical attention        

Martin was involved in a previous incident on 11-09-07 where he fled from DeKalb Police Officers during a traffic stop. A vehicle pursuit and foot chase ensued. Martin subsequently jumped out of a second story window to escape apprehension.
